How do you use a scarf bag charm?

Three ways. Tie it round the base of a handle so the ends hang. Clip it to a D-ring and let it dangle. Or connect it between the strap and the bag to extend the drop. It folds flat when you're not using it, so it lives in a bag rather than taking up space.

Will it hold the weight of a bag?

The fabric is woven directly into the gold-tone hardware rather than knotted around it or glued, which is what lets it take load as a strap extender instead of only hanging as decoration. Chain and clasps are alloy; the scarf itself is fabric.
